At the present time, I see no need to expend the
additional funds required to increase the membership of the
Commission nor do I see any justification for changing a
system which has functioned well to date.
For these reasons I have decided to veto Senate Bill
580.

AN ACT concerning
Public Education Density Compensatory Aid Education Funding
FOR the purpose of changing the amount added to the State
share of the basic current expenses for public
education for counties with a certain population
density. of establishing a- State program of grants
altering the method of calculating the State share of
funding for compensatory education and providing for
the State grants for compensatory education to be
included in the calculation of the constant yield
property tax rate.; making this Act contingent upon the
taking effect of another Act; and generally relating to
the use of funds for compensatory education.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 582.
This bill increases the State share of funding for
compensatory education.
House Bill 1695, which was enacted by the General
Assembly and signed by me on May 14, 1979, accomplishes the
same purpose.
