statistical summary of each program recommended for deletion
or addition, including where appropriate the following
factors;
(1) Measures of program output and cost such
as:
(i) Number of persons served or units
produced;
(ii) Cost per person or cost per unit; and
(iii) Comparison of effort, costs, and
results with similar programs in other jurisdictions and in
the private sector. The Department of Budget and Fiscal
Planning may supervise the preparation of these statistical
summaries and waive or augment the elements of data to be
included, as it deems best, to minimize the cost and the
amount of paperwork, and to maximize the usefulness, of the
submissions; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Harry Hughes, Governor of the State of Maryland;
the Honorable Thomas W. Schmidt, Secretary of Budget and
Fiscal Planning, State Treasury Building, Fourth Floor, 5
Calvert Street, Annapolis, Maryland 2 1404; and Michael I.

A House Joint Resolution concerning
The Creation of a Task Force to
Study State—Local Fiscal Relationships
FOR the purpose of requesting that the Governor, the
President of the Senate, and the Speaker of the House
of Delegates appoint an Executive—Legislative Task
Force to Study State—Local Fiscal Relationships in
Maryland.
WHEREAS, Growth in taxation and spending must be
checked, not only at the State level but also among the
local jurisdictions in Maryland; and
WHEREAS, Changes must be fostered in Maryland's fiscal
system which enhance not only tax equity among Maryland's
citizens but also more equitable distribution and funding of
public services among the State and local governments in
Maryland; and
