Many forms of discrimination are less drastic, but no
less unfair. For example, clothing in large sizes is either
unavailable or priced far higher than the amount of extra
material would justify. Insurance costs may be higher even
if the policy holder has not no health problem whatsoever.
Seating in public places, such as theaters, is often too
small to accommodate large people.

The rest of society is encouraged to discriminate
against fat people by the media. Advertising tends to show
thin people almost exclusively, and obesity is the subject
of considerable derogatory humor. These practices
perpetuate the second—class status to which fat people have
recently been relegated; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That all
Marylanders are urged to work toward ending all unjust
discriminatory practices against fat people; and be it
further

RESOLVED, That the State Commission on Human Relations
is requested to study weight and size discrimination and to
formulato report to the General Assembly by January 1, 1980
on legislative and administrative proposals which are
appropriate to the alleviation of such discrimination; and
be it further

RESOLVED, That a copy of this Resolution be sent to Mr.

Jacob J. Edelman James C. Fletcher, Jr., Chairman of the

Commission on Human Relations, Metro Plaza at Mondawmin
Hall, Suite 300, Baltimore, Maryland 21215; and to the
National Association to Aid Fat Americans, Inc., P.O. Box
43, Bellerose, New York 11426.

A House Joint Resolution concerning

Alternative Level Budget Submissions

FOR the purpose of requesting the Governor to submit with
the FY 1981 budget bill a detailed list from each
agency of the programs, positions, and costs which it
would elect to cut or increase if its budget were
reduced by 5 percent or increased by 5 percent;
requesting that this list be accompanied by a plan for
retention of any State employees affected by proposed
program eliminations; placing certain conditions on
