JOINT RESOLUTIONS
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
President and members of Congress are requested to deter any
action contemplated which would result in the closing of
Fort Howard Veterans' Administration Hospital in the North
Point area of eastern Baltimore County, Maryland; and be it
further
RESOLVED, That copies of this Resolution be sent to the
Honorable Jimmy Carter, President of the United States; and
to the members of the Maryland Congressional Delegation, as
follows: Senators Charles McC. Mathias, Jr. and Paul S.
Sarbanes, Senate Office Building, Washington, D.C. 20510;
and Representatives Robert E. Bauman, Clarence D. Long,
Barbara A. Mikulski, Marjorie S. Holt, Gladys N. Spellman,
Beverly B. Byron, Parren J. Mitchell, and Michael D.
Barnes, House Office Building, Washington, D. C. 20515.

A Senate Joint Resolution concerning
Adoption Laws Study
FOR the purpose of requesting the Governor to create a
commission to study and recommend revisions of the
adoption laws.
WHEREAS, There have been several bills introduced into
recent sessions of the General Assembly to require the
opening of adoption records to the inspection of adopted
children; and
WHEREAS, This is a subject which generates considerable
emotion both for and against opening records; and
WHEREAS, An objective and dispassionate evaluation of
all adoption laws and procedures including those involving
the sealing of records is necessary in order to insure the
privacy and rights of all persons involved in an adoption;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a commission to study the
adoption laws; and be it further
RESOLVED, That this Commission re composed of three
members of the Senate appointed by the President of the
Senate, three members of the House of Delegates appointed by
