IF THE APPLICATION INDICATES THAT OFF-SALE OF LIQUOR WILL BE
MORE EXTENSIVE THAN FROM BEHIND THE BAR, A SEPARATE OUTSIDE
ENTRANCE FOR THE USE OF OFF-SALE CUSTOMERS SHALL BE
PROVIDED..
(III) LICENSEES ENUMERATED IN SECTION
18(O)(4), SECTION 19(N), AND SECTION 14(G) SHALL __HAVE A
PRIORITY AFTER JULY 1. 1981 IN RECEIVING THIS CLASS B LIQUOR
OFF-SALE OPTION. THE PRIVILEGE OF THIS PRIORITY TERMINATES
ON JULY 1, 1982; THEREAFTER A PRIORITY OVER OTHER APPLICANTS
SHALL NOT BE GIVEN.
(IV) CLASS B LICENSEES WHO UTILIZE THIS
OPTION SHALL MEET ALL OF THE APPROPRIATE OPERATING
REQUIREMENTS STIPULATED IN SECTIONS 14(G), 19(N), AND
18(O)(7). HOWEVER, FOR THE PURPOSES OF MEETING FOOD SALE
REQUIREMENTS, OFF-SALE, LIQUOR RECEIPTS SHALL NOT BE INCLUDED
IN THE CALCULATION OF SALES.

The owner or owners of any premises regularly licensed
for horse racing in Harford County under the provision of
Article 78B of the Annotated Code or the concessionaire or
catering agency on such premises shall be empowered to
secure a license for the sale of beer and light wines within
the territorial limits of such racing premises during any
day or days upon which racing is being regularly conducted
No additional residential voting or other qualifications
shall be required for the securing and use of such a
license. The license fee shall be fifteen dollars ($15.00)
per day. Such a license shall entitle the holder to sell at
one or more outlets within said premises. Except as
specifically provided in this subsection (section), such
licenses and licensees shall be subject to all laws, rules
and regulations applicable to the sale of alcoholic
beverages in Harford County.]

(b) In Harford County the board OF license
commissioners LIQUOR CONTROL BOARD may not issue more than
[(1)] one Class A off—sale license [for every 1400 of
population,] or [(2)] one B1 and B2 license (inclusive) for
every 2,500 of population. IN ADDITION, ONE ADDITIONAL
CLASS A A-1 OR A-2 BEER, WINE, AND LIQUOR OFF-SALE LICENSE
OR CLASS B OPTION SHALL BE ISSUED BY THE LIQUOR CONTROL
BOARD FOR EVERY 20,000 OF POPULATION AFTER JULY 1, 1982.
However, in Harford County a B-1 temporary license may be
issued to those persons who wish after six months to operate
a bona fide class B license. The B—1 license shall be
revoked after the six—month period has expired if the
licensee has not met all requirements for a Class B license.

federal census] SPECIFIED BY THE STATE DEPARTMENT OF HEALTH
AND MENTAL HYGIENE.
