the property so served or benefited. IN ADDITION TO BEING
ENFORCED BY ACTIONS AT LAW AND A BILL IN EQUITY, THE COUNTY
TAX COLLECTOR, IF DIRECTED BY THE BOARD, SHALL SELL THE
PROPERTY OF THE DELINQUENT PROPERTY OWNER IN THE SAME BANNER
AS OTHER PROPERTIES ARE SOLD AT A TAX SALE. The liens shall
be subject only to liens for state and county taxes. Such
charges shall be due when made and after [sixty] 90 days
from that date shall bear interest at the rate of [one—half
per centum] 2/3 OF 1 PERCENT per month. Neither the due
dates nor the interval between such dates need be uniform
throughout [the sanitary district] FREDERICK COUNTY.

[10A-23.] 10A-30.

Upon conviction before a court of proper jurisdiction,
any] EVERY act or omission designated as a misdemeanor in
this chapter, unless otherwise provided, shall be punishable
by ANY COURT OF COMPETENT JURISDICTION, AND THE OFFENDER
UPON CONVICTION, IS SUBJECT TO a fine not exceeding $100 or
confinement in the county jail for not more than 30 days, or
both, IN THE DISCRETION OF THE COURT. If the act or
omission is of a continuing nature and [persists] IS
PERSISTED IN, in violation of the provisions of this chapter
or of any rule or regulation [adopted] FORMULATED
THEREUNDER, a conviction for one offense shall not be a bar
to the conviction for a continuation of the offense
subsequent to the first or any succeeding conviction. IN
ADDITION, THE BOARD MAY ENFORCE THIS CHAPTER BY INJUNCTIONS
OR ANY OTHER APPROPRIATE REMEDY PROVIDED IN LAW OR EQUITY.

[10A-24.] 10A-31.

The [commission] BOARD may prescribe all needful rules
and regulations for the administration and enforcement of
this chapter. In addition to its own power to adopt
appropriate rules and regulations, the [commission] BOARD
may adopt and enforce regulations of the [state department
of health] STATE DEPARTMENT OF HEALTH AND MENTAL HYGIENE or
the Frederick County Health Officer, or both, fixing
standards of construction for [sanitary] WATER AND SEWER
facilities or installations. Prior to the adoption of any
such rules and regulations other than those of the [state
department of health] STATE DEPARTMENT OF HEALTH AND MENTAL
HYGIENE or the Frederick County Health Officer, the
[commission] BOARD shall give public notice of the rules and
regulations which it proposes to adopt by publishing [a fair
summary of] the same in at least [two] ONE [newspapers]
NEWSPAPER of general circulation published in Frederick
County at least twice not less than [fifteen] 15 days prior
to a public hearing, the date, time and place of which shall
be specified in the notice.

THE BOARD MAY CREATE AND APPOINT AN ADVISORY COUNCIL TO
THE BOARD UNDER THIS CHAPTER. THE ADVISORY COUNCIL MAY
CONSIST OF ALL OR ANY OF THE FORMER MEMBERS OF THE
