THE COSTS OF ARCHAEOLOGICAL WORK INCURRED IN STATE
PROJECTS ON SITES OF ARCHAEOLOGICAL OR HISTORICAL
SIGNIFICANCE SHALL BE INCLUDED IN THE CAPITAL BUDGET OR
OPERATING BUDGET AS A PART OF THE PARTICULAR PROJECT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning

Drug Abuse — Local and Intercounty Advisory Councils

FOR the purpose of creating local and intercounty drug abuse
advisory councils; specifying the functions of the
councils; excepting local subdivisions from the
provisions of this Act under certain circumstances; and
generally relating to local and intercounty drug abuse
advisory councils.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43B — Comprehensive Drug Abuse Control and
Rehabilitation Act

3A.

(A)   THE GOVERNING BODY OF EACH COUNTY AND OF BALTIMORE
CITY SHALL ESTABLISH A LOCAL DRUG ABUSE ADVISORY COUNCIL AND
SHALL APPOINT THE MEMBERS IN THE MANNER IT DETERMINES TO BE
APPROPRIATE.

(B)   TWO OR MORE COUNTIES, BY AGREEMENT OF THE
GOVERNING BODIES CONCERNED AND UPON THE CONSENT OF THE
DIRECTOR OF THE DRUG ABUSE ADMINISTRATION WITH THE APPROVAL
