(A) The Board shall have full power and authority to
promulgate reasonable regulations classifying hospitals
prescribing minimum standards of safety and sanitation in
the physical plant and in the diagnostic, therapeutic and
laboratory facilities and equipment of each hospital and
related institution. In related institutions the Board
shall promulgate reasonable regulations prescribing minimum
standards of services for the care of patients and their
medical supervision. [Nothing] EXCEPT AS PROVIDED IN
SUBSECTION (B) OF THIS SECTION, NOTHING contained in this
subtitle shall affect the right of each institution to
employ its own personnel and staff. The regulations adopted
by the Board shall not conflict with any provisions of this
subtitle. The Board may modify, amend or rescind such
regulations from time to time as may be in the public
interest.
(B) ANY HOSPITAL OR RELATED INSTITUTION THAT RENDERS
MEDICAL OR SURGICAL CARE OF THE FOOT OTHER THAN INCIDENTAL
CARE SHALL INCLUDE IN ITS BYLAWS AND RULES AND REGULATIONS
PROVISIONS FOR USE OF FACILITIES BY AND STAFF PRIVILEGES FOR
QUALIFIED PODIATRISTS,---SUBJECT TO THE LIMITATIONS OF THEIR
LICENSE ISSUED PURSUANT TO PROVISIONS OF THIS ARTICLE.
OF THE HOSPITAL OR INSTITUTION FACILITIES AND STAFF
PRIVILEGES MAY BE RESTRICTED TO PODIATRISTS WHO MEET THE
QUALIFICATIONS ESTABLISHED BY THE HOSPITAL OR RELATED
INSTITUTION FOR GRANTING THOSE PRIVILEGES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning
Health Maintenance Organizations
FOR the purpose of providing that certain health maintenance
organizations that are also community health centers
organized in accordance with a certain federal statute
are not required to offer hospitalization benefits to
certain persons if those persons are provided services
paid for by certain federal funds; defining certain
