FOR the purpose of extending to governmental entities the
air quality control provisions; requiring adoption of
certain rules and regulations for payment of certain
costs, as a condition for permits; enabling the
Secretary of Health and Mental Hygiene to adopt certain
other rules and regulations for air pollution control
requirements and for penalty assessments; providing for
additional penalties for failure to pay the fees and
for enforcement of the rules and regulations; providing
for the dispositions of certain funds; clarifying
certain language; and generally relating to air
quality.

SECTION 1.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43 - Health

For the purposes of this subtitle:

(b) The {"term] TERMS "Board" AND "DEPARTMENT" shall
mean the State [Board] DEPARTMENT of Health and Mental
Hygiene.

(f) The term "person" shall mean any individual,
group of individuals, firm, partnership, voluntary
association, or private, public or municipal corporation, or
[political subdivision of the] AGENCY, BUREAU, DEPARTMENT,
OR INSTRUMENTALITY OF FEDERAL, State OR LOCAL GOVERNMENT,
responsible for the use of property.
