SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 41 — Governor — Executive and Administrative
Departments
[11B.
The secretary of each principal department, and the
head of each department, office or other unit of the State
government who serves at the Governor's pleasure, shall, if
removed by the Governor from office for reasons other than
misconduct, incompetency, or neglect of duty, be compensated
at the time of removal from office in the amount equal to
three months salary.]
SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of this Act apply to those persons serving in the
capacities specified in §—11B of Article 11 of the Annotated
Code as of the effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to bo an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been paused by a yea and nay vote—supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take—effect
from the date of its passage That this Act shall take effect
July 1, 1979.
