(3) Any person who expends $2,000, including
postage, in a reporting period for the express purpose of
soliciting others to communicate with any [official in the
legislative or executive branch] OFFICIAL to influence any
legislative OR EXECUTIVE action [or gubernatorial signature
or veto of pending legislation and who performs no other act
which otherwise requires registration].

(b)   On or before January 10 of each year, or not later
than five days after first performing any act requiring
registration under this subtitle, whichever is later, every
person required to register with the [Secretary of State]
COMMISSION pursuant to subsection (a) shall provide the
following information, where appropriate, on a form provided
by the [Secretary] COMMISSION:

(1)   The registrant's name and permanent address;

(2)   The name and permanent address of each
person who is required to register under this section and
who will lobby on the registrant's behalf;

(3)   The name, address, and nature of business of
any person who compensates the registrant ACCOMPANIED BY and
the written authorization required by § [7] 5—102 AND A
STATEMENT WHETHER THAT PERSON WILL " BE EXEMPT FROM THE
PROVISIONS OF THIS TITLE, PURSUANT TO § 5-101(B), BECAUSE OF
THE FILING AND REPORTING OF THE REGISTRANT; AND

(4)   The identification, by formal designation,
if known, of matters on which the registrant expects to act
or employ someone to act in a manner which requires
registration under this [subtitle] TITLE[; and

(5)   A statement of whether or not such filing
also constitutes the alternative disclosure of an employer
or principal claiming an exemption based on § 6(h) of this
subtitle].

(c)   A REGISTRANT SHALL FILE A separate registration
[is required] for each employer [represented by a registrant
unless otherwise] WHO IS NOT exempt under § [6(h)] 5-101 (B)
of this [subtitle] TITLE.

(d)   Each registrant may file a notice of termination
within 30 days after ceasing any activity that requires
registration AND FILING THE REPORTS REQUIRED HEREUNDER.

[9.] 5—104. Compensation not to be contingent.

[No] A person may NOT be employed as a registrant for
compensation dependent in any manner upon the passage or
defeat of any proposed legislation, or upon any other
contingency connected with any action of the General
Assembly.

[10.] 5-105. Reports by registrants to [Secretary of
State] THE COMMISSION.
