and ยงยง 5 through 14 of Article 40 of this Code. Meetings
shall be held at the call of the chairman, or any three
members of the Board. Three members shall constitute a
quorum and the concurrence of at least three members is
required for any advisory decision or opinion rendered by
the Board.

(b)   It is the function of the Maryland Public
Disclosure Advisory Board:

(1)   To recommend to the Secretary of State, from
time to time, forms as it deems advisable for use in the
filing of the statements required by this subtitle and by ยงยง
5 through 14, inclusive, of Article 40 of the Code, and
provided further that the Board shall make initial
recommendations with respect to forms to be filed by
registrants under ยงยง 5 through 14, inclusive, of Article 40
of the Code, no later than September 1, 1977 and that such
forms shall be made initially available by the Secretary of
State no later than October 1, 1977;

(2)   To review all statements filed in accordance
with this subtitle and ยงยง 5 through 14, inclusive, of
Article 40 of the Code and to investigate complaints of
alleged violations of these subtitles;

(3)   To report violations of this subtitle and of
ยงยง 5 through 14, inclusive, of Article 40 of the Code, with
appropriate notice of the violations to the person so
charged, to the Attorney General and to the appropriate
State's attorney;

(4)   To issue, upon written request of any person
required to file a statement under this subtitle or ยงยง 5
through 14, inclusive, of Article 40 of the Code, advisory
opinions with respect to any matter in which the person is
involved concerning the applicability of these subtitles,
but the Board, in publishing these opinions, may not
identify the person requesting the opinion without the
consent of the person requesting the opinion;

(5)   To issue and publish, upon written request
of any other person, advisory opinions on the requirements
of this subtitle and ยงยง 5 through 14, inclusive, of Article
40 of the Code as it may deem appropriate; and

(6)   To adopt and publish, after notice and
opportunity for public comment, procedures, rules, and
regulations, necessary to carry out the provisions of this
subtitle and ยงยง 5 through 14, inclusive, of Article 40 of
the Code.

(c)   The Board shall meet and consider a request for an
advisory opinion made pursuant to subsection (b) (4) within
30 days after receipt of the request.]
