(3) IF THE HOUSE OF DELEGATES__ OR THE SENATE

DECIDES THAT THE LEGISLATOR HAS VIOLATED ANY PROVISION. OF
THIS ARTICLE OR ARTICLE 40, IT MAY, BY RESOLUTION, REQUIRE
COMPLIANCE, ISSUE A REPRIMAND, OR CENSURE THE LEGISLATOR.

3-103. EMPLOYMENT RESTRICTIONS.

(A)   AN OFFICIAL OR EMPLOYEE, EXCEPT A MEMBER OF THE
GENERAL ASSEMBLY, MAY NOT BE EMPLOYED BY, OR HAVE AN
INTEREST IN, ANY BUSINESS ENTITY SUBJECT TO THE AUTHORITY OF
THAT OFFICIAL OR EMPLOYEE OR OF THE GOVERNMENT AGENCY WITH
WHICH HE IS AFFILIATED OR BY ANY BUSINESS ENTITY WHICH IS
NEGOTIATING OR HAS ENTERED A CONTRACT WITH THAT GOVERNMENT
AGENCY. THIS PROHIBITION DOES NOT APPLY TO A PUBLIC
OFFICIAL WHO IS APPOINTED TO A REGULATORY OR LICENSING
AUTHORITY PURSUANT TO A STATUTORY REQUIREMENT THAT PERSONS
SUBJECT TO THE JURISDICTION OF THE AUTHORITY BE REPRESENTED
IN APPOINTMENTS TO IT.

(B)   A FORMER OFFICIAL OR EMPLOYEE, EXCEPT A FORMER
MEMBER OF THE GENERAL ASSEMBLY, MAY NOT ASSIST OR REPRESENT
ANOTHER PARTY OTHER THAN THE STATE FOR COMPENSATION IN A
CASE, CONTRACT, OR OTHER SPECIFIC MATTER INVOLVING THE STATE
GOVERNMENT IF THAT MATTER IS ONE IN WHICH HE SIGNIFICANTLY
PARTICIPATED AS AN OFFICIAL OR EMPLOYEE.

(C)   AN OFFICIAL OR EMPLOYEE MAY NOT ASSIST OR
REPRESENT A PARTY FOR CONTINGENT COMPENSATION IN ANY MATTER
BEFORE OR INVOLVING ANY AGENCY OTHER THAN A JUDICIAL AGENCY
OR THE WORKMEN'S COMPENSATION COMMISSION, OR IF PERMITTED BY
LAW OR REGULATION, BEFORE AN AGENCY OR A QUASI-JUDICIAL
AGENCY OF THE STATE OR A POLITICAL SUBDIVISION.

(D)   NOTWITHSTANDING ANY PROVISION IN THIS SECTION TO
THE CONTRARY, A FULL-TIME OFFICIAL OR EMPLOYEE IN THE
JUDICIAL BRANCH MAY NOT REPRESENT ANY PARTY BEFORE A COURT
OR AGENCY OF THE JUDICIAL BRANCH, EXCEPT IN THE DISCHARGE OF
HIS OFFICIAL DUTIES.

3-104. STATE CONTRACTS AND INVESTMENTS.

(A) IF THE LETTING OF A STATE CONTRACT OR THE

INVESTMENT OF STATE FUNDS IS NOT SUBJECT TO COMPETITIVE

BIDDING, A STATE OFFICIAL OR EMPLOYEE WHO TAKES PART IN THE

DELIBERATIONS OR DECISION OF THE STATE AGENCY WITH RESPECT

TO THE CONTRACT, OR A MEMBER OF HIS HOUSEHOLD, MAY NOT HAVE

A FINANCIAL INTEREST IN THE MATTER IF THE MATTER INVOLVES

MORE THAN $1,000.

     (B) A PERSON OTHERWISE SUBJECT TO THE PROVISIONS OF

SUBSECTION (A) OF THIS SECTION IS NOT SUBJECT TO THE

RESTRICTIONS OF THAT SUBSECTION IN THE FOLLOWING

CIRCUMSTANCES:

(1) THE PURPOSE OF THE CONTRACT IS TO OBTAIN

NECESSARY SUPPLIES OR SERVICES FOR A STATE AGENCY; AND
