(E) THE GOVERNOR MAY REMOVE A MEMBER OF THE
COMMISSION ON THE GROUNDS OF NEGLECT OF DUTY, MISCONDUCT IN
OFFICE, A DISABILITY RENDERING HIM UNABLE TO DISCHARGE THE
POWERS AND DUTIES OF THE OFFICE, OR A VIOLATION OF THIS
ARTICLE. BEFORE REMOVING A MEMBER FROM THE COMMISSION, THE
GOVERNOR SHALL GIVE THE MEMBER WRITTEN NOTICE OF THE REASON
FOR THE INTENDED ACTION, AND THE MEMBER SHALL HAVE AN
OPPORTUNITY TO REPLY.
(F) A MEMBER OF THE COMMISSION SHALL RECEIVE
COMPENSATION AS PROVIDED IN THE STATE BUDGET, AND SHALL BE
REIMBURSED FOR REASONABLE AND NECESSARY EXPENSES INCURRED IN
THE DISCHARGE OF OFFICIAL DUTIES.
(G) THE COMMISSION SHALL ELECT A CHAIRMAN FROM AMONG
ITS MEMBERSHIP WHO SHALL HAVE A TERM FOR ONE YEAR AND IS
ELIGIBLE FOR REELECTION.
(H) THE COMMISSION SHALL MEET AT THE CALL OF THE
CHAIRMAN OR A MAJORITY OF ITS MEMBERS. A QUORUM CONSISTS OF
THREE OR MORE MEMBERS. AN AFFIRMATIVE VOTE OF AT LEAST
THREE MEMBERS SHALL BE NECESSARY FOR ANY ACTION OF THE
COMMISSION.
(I) THE COMMISSION SHALL APPOINT AN EXECUTIVE
DIRECTOR AND A GENERAL COUNSEL AND HAVE OTHER STAFF AS
PROVIDED IN THE STATE BUDGET, THE COMMISSION MAY REQUEST
THE COMPTROLLER AND THE ATTORNEY GENERAL FOR PROFESSIONAL
ASSISTANCE AS IS NECESSARY TO ASSIST THE COMMISSION IN THE
PERFORMANCE OF ITS FUNCTIONS. THE EXECUTIVE DIRECTOR SHALL
SERVE AT THE PLEASURE OF THE COMMISSION. THE GENERAL
COUNSEL SHALL BE A PERSON ADMITTED TO PRACTICE LAW IN THE
STATE OF MARYLAND, AND CAN BE REMOVED BY THE COMMISSION ONLY
FOR CAUSE. THE COMMISSION SHALL APPOINT AN EXECUTIVE
DIRECTOR, A GENERAL COUNSEL, AND A STAFF COUNSEL, AND SHALL
HAVE SUCH OTHER STAFF AS MAY BE PROVIDED IN THE BUDGET. THE
COMMISSION MAY REQUEST THE COMPTROLLER AND THE ATTORNEY
GENERAL FOR PROFESSIONAL ASSISTANCE TO ASSIST THE COMMISSION
IN THE PERFORMANCE OF ITS FUNCTIONS.
THE EXECUTIVE DIRECTOR, THE GENERAL COUNSEL, AND THE
STAFF COUNSEL SERVE AT THE PLEASURE OF THE COMMISSION. THE
GENERAL COUNSEL AND THE STAFF COUNSEL SHALL BE PERSONS
ADMITTED TO PRACTICE LAW IN THE STATE OF MARYLAND.
2-102 2-103. STATE ETHICS COMMISSION: GENERAL POWERS AND
DUTIES.
(A) EXCEPT AS EXPRESSLY PROVIDED OTHERWISE, THE
COMMISSION IS RESPONSIBLE FOR ADMINISTERING THE PROVISIONS
OF THIS ARTICLE.
(B) THE COMMISSION MAY ADOPT RULES AND REGULATIONS IN
ORDER TO CARRY OUT THE PROVISIONS OF THIS ARTICLE.
