certain portions of this Act by a certain date;
prescribing certain criminal penalties and establishing
enforcement provisions; authorizing the State
prosecutor to investigate certain matters; qualifying
certain functions of the Joint Committee on Legislative
Ethics; codifying certain rules of the General
Assembly; and generally relating to the regulation,
control, and subject matter of conflicts of interest,
financial disclosure, lobbying disclosure, and ethical
conduct on the part of officials and employees of State
and local government.
