SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article — Transportation

[14-102.1.

No person, except a person while making lawful use of
them in pursuit of a legitimate business interest or a law
enforcement officer while in pursuit of his duties, shall at
any time have or possess a motor vehicle master key adapted
for or capable of being used to open or operate any motor
vehicle in this State,

Any person who violates the provisions of this section,
shall be guilty of a misdemeanor and upon conviction shall
be fined not more than five hundred dollars ($500) and/or
shall be imprisoned for not more than one (1) year.]

14-103.

NO PERSON, EXCEPT A PERSON WHILE MAKING LAWFUL USE OF
THEM IT IN PURSUIT OF A LEGITIMATE BUSINESS INTEREST OR A
LAW ENFORCEMENT OFFICER WHILE IN PURSUIT OF HIS DUTIES,
SHALL AT ANY TIME HAVE OH POSSESS A MOTOR VEHICLE MASTER KEY
ADAPTED FOR OS CAPABLE OF BEING USED TO OPEN OR OPERATE ANY
MOTOR VEHICLE IN THIS STATE.

21-803.

(a) (1) If, on the basis of an engineering and traffic
investigation, a local authority determines that any maximum
speed limit specified in this subtitle is greater or less
than reasonable or safe under existing conditions on any
part of a highway in its jurisdiction, it may establish a
reasonable and safe maximum speed limit for that part of the
highway, which may:

(i) Decrease the limit at an intersection;

(ii) Increase the limit in an urban
district to not more than 50 miles an hour; [or]
