any such athletic or sports team or organization shall be
deemed to be an industrial concern for all purposes of this
article. The term also means any buildings, structures,
offices, fields and/or other real or personal property
(including but not limited to appurtenances, machinery,
furnishings, and equipment) necessary or desirable in the
use and/or operation of any practice facilities by any
professional and/or amateur athletic or sports team or
organization in Anne Arundel County; any such athletic or
sports team or organization or planned recreational parks
and ancillary facilities shall be deemed to be industrial
concerns for all purposes of this article- The term also
means the land site or interests in land necessary or
desirable for the building or structure, together with
roads, or other rights of access, utilities, and other
necessary facilities. The term also means any sports
stadium or sports arena in Prince George's County. The term
also means any general hospital or related health facility
or ambulatory care facility which has a certification of
need from the State Comprehensive Health Planning Agency.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three—fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

Insurance — Accident Surcharges
FOR the purpose of making all accident surcharges uniform in
length of time regardless of when a claim is reported
or settled.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
