Highway User Revenue — Allocation to Municipalities
FOR the purpose of increasing the municipal share of highway
user revenue; and phasing in the increase over a
certain period.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article — Transportation
8-405.
(b) During the fiscal year beginning after a request
is made, the Administration shall allocate to the
municipality, from the gross share of highway user revenues
allocated under § 8—404 of this subtitle to the county
within which the municipality is located, its net share of
highway user revenues, to be determined by adding:
(1) The amount that results from applying to one
half of the available revenues the ratio that, as of
December 1 of the preceding calendar year, the total mileage
of county roads in the municipality bears to the total
mileage of county roads in the county; and
(2) [62 1/2 percent of the] THE amount that
results from applying to one half of the available revenues
the ratio that, as of June 30 of the preceding calendar
year, the total number of motor vehicles registered to
owners having addresses in the municipality bears to the
total number of motor vehicles registered to owners having
addresses in the county[.] AND ALLOCATING THE FOLLOWING
PERCENTAGES OF THE RESULTING AMOUNT TO THE MUNICIPALITY AS
INDICATED:
(II) FOR THE FISCAL YEAR BEGINNING JULY 1,
1980, 87 1/2 PERCENT;
(III) FOR THE FISCAL YEAR BEGINNING JULY
1, 1981, AND EACH YEAR THEREAFTER, 100 PERCENT FOR THE
FISCAL YEAR BEGINNING JULY 1, 1979, 75 PERCENT OF THE
RESULTING AMOUNT TO THE MUNICIPALITY,
