Activities Centers Improvements Loan

FOR the purpose of amending Chapter 910 of the Acts of the
General Assembly of 1978 to alter the amount of the
State debt therein authorized; altering certain
provisions of Chapter 910 which limited the number and
nature of public buildings to be converted to Elderly
Citizens Activities Centers; and providing generally
for converting and equipping certain public buildings
to be used as Elderly Citizen Activities Centers.

BY repealing and reenacting, with amendments,

Chapter 910 of the Acts of The General Assembly
of 1978

SECTION 1. BE IT ENACTED BY THE GENERAL     ASSEMBLY OF

MARYLAND, That chapter(s) of the Acts of     the General

Assembly be repealed, amended, or enacted    to read as
follows:

Chapter 910 of the Acts of 1978

AN ACT concerning

Creation of a State Debt — Elderly Citizens Activities
Centers Improvements Loan

FOR the purpose of authorizing the creation of a State Debt
in the amount of [$600,000] $2,000,000 $1,600,000, the
proceeds to be used for State grants to local
governmental agencies to convert [at least three or
parts of three surplus public school buildings] SURPLUS
PUBLIC SCHOOL BUILDINGS AND OTHER PUBLIC BUILDINGS OR
PARTS THEREOF to Elderly Citizen Activities Centers and
to equip the converted centers to serve the needs of
elderly citizens; STIPULATING THAT INCLUDED AMONG OTHER
PUBLIC BUILDINGS ARE ARMORIES AND ANY PUBLIC BUILDING
WHICH MAY BE EITHER ENTIRELY OR PARTIALLY AVAILABLE FOR
CONVERSION; and providing generally for the issue and
sale of bonds evidencing the loan.

Preamble

WHEREAS, The General Assembly takes note of the fact
that certain public school buildings AND OTHER PUBLIC
BUILDINGS have become excess to the needs of FEDERAL, STATE,
AND local governments, and there is a requirement for
facilities to serve the needs of elderly citizens and;

WHEREAS, It is the intent of the General Assembly to
provide State assistance to local governments [to test the
feasibility of converting surplus public school buildings or
parts of surplus public school buildings] FOR THE PURPOSE OF
CONVERTING SURPLUS PUBLIC SCHOOL BUILDINGS AND OTHER PUBLIC
