Ch. 458

this article shall be taken or construed to affect, change,
modify, limit or restrict in any manner any of the corporate
powers of the Mayor and City Council of Baltimore which it
now has or which hereafter may be granted to it.

In addition to, but not in substitution of, the powers
which have been, or may hereafter be, granted to it, such
legislative body also shall have the following express
ordinance—making powers:

(26) To fix the salary or compensation of all
municipal officers and employees[, provided that the
salaries of the members of the legislative or
ordinance—making body may be changed only if such ordinance
be approved by the majority of the qualified voters of the
municipality voting thereon, at a regular or special
municipal election].

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

CHAPTER 459

(Senate Bill 536)

AN ACT concerning

Creation of a State Debt — Baltimore City Jail

FOR the purpose of authorizing the creation of a State Debt
in the aggregate amount of $1,250,000 $1 ,000,000, the
proceeds to be used for the acquisition, construction,
or renovation of work releaso centers
for the purpose
of housing certain Baltimore
—City Jail residents in
work release programs;
renovation and conversion of the
existing City Jail Food Service Building into a
vocational/educational training center and dormitory;
funds to complete construction of the new City Jail
kitchen to comply with standards of the State Health
Department and State Jail Inspector; subject to the
requirement that Baltimore City provide at least an
equal and matching sum fund for the same purpose; and
providing generally for the issue and sale of bonds
evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and
incur indebtedness on behalf of the State of Maryland
through a State loan to be known as the Baltimore City Jail
