furnished water by the Mayor and City Council of Baltimore;
SECTION 4. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three—fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning
Baltimore City — Sewer and Drain Bond Issue
FOR the purpose of authorizing the Mayor and City Council of
Baltimore to create a debt, and to issue and sell its
certificates of indebtedness as evidence thereof, to an
amount not exceeding Four Million Six Hundred Thousand
Dollars ($4,600,000), the proceeds derived from the
sale of the certificates of indebtedness to be used for
the purpose of enlarging, extending, altering,
modernizing and improving the sanitary sewerage, storm
water drainage, and stream valley systems of Baltimore
City, including, but not limited to, the construction
of additional sewage disposal plants, pumping stations
and other appurtenances, the alteration, enlargement,
modernization and improvement of existing sewage
disposal plants, pumping stations and other
appurtenances, and the acquisition by purchase or
condemnation of any and all sanitary and storm water
sewers, sewage disposal plants, pumping stations and
other appurtenances, as well as of any and all land and
property, and of any right, interest, franchise,
easement or privilege therein, as may be necessary for
any or all of the above mentioned purposes, and doing
any and all things necessary, proper or expedient in
connection with or pertaining to any or all of the
matters or things hereinbefore mentioned, and any or
all of said work or acquisition of property may be done
either within or outside of the boundary lines of
Baltimore City; conferring certain powers upon said
municipality in connection with the purchase and
condemnation of land and property to enable it to
accomplish and effectuate the objectives and purposes
of this act; authorizing said municipality to submit an
ordinance or ordinances for said purpose to the legal
voters of Baltimore City, and providing generally for
the issuance and sale of said certificates of
