for the purposes herein
appropriated and there shall
be no budgetary transfers by
budget amendment or other-
wise from this__program to

any other program or purpose
without the approval of the
Board of Public Works and
the Joint Budget and Audit
Committee. Proposed budget-
ary transfers for budget
amendments shall be reported

to the Joint Budget and

Audit Committee in advance
to submissions of such

amendments to the__Governor

for his approval. Any bud-
getary transfers from the

Medical Care Programs Admin-
istration to any other pro-
gram or budget unit must

receive prior approval of

the General Assembly in

accordance with Article 41,

Section 245 (c) of__the Laws

of Maryland.
