upon enactment of emergency
legislation amending Section
3-216(d)__of the transporta-
tion Article so as to
authorize the restoration of
such funds via the budget

amendment provisions of

Article 15A, Section 8(e),
for the same purpose as
originally proposed, and if
this legislation is enacted,
the federal fund appropria-
tion shall__be reduced by

$7,050,000; provided further
that if construction and/or

concurrent projects are

accelerated, additional fed-
eral funds in excess of this
appropriation may be made
available through approved
budget amendment, notwith-
standing any reductions made
by the General Assembly.
