shall revert to the Trans-
portation Trust Fund, Funds
herein appropriated in the
amount of $28,953,000 for
the State's Capital con-
tribution to the Washington
Metro System shall not be
expended for any other pur-
pose nor may these funds be
transferred by budget amend-
ment. The Department of

Transportation shall not
expend funds of any job or
position of employment
approved in this budget in
excess of 9,000 positions of
the total authorized amount
established in the budget
for the Department of Trans-
portation at any one time
during fiscal year 1979, and
that the Secretary of Trans-
portation utilize his pre-
rogatives under Article 41,
Section 208 to implement
this provision, provided
however, that any authorized
job or position to be filled
above the ceiling of 9,000
is approved by the Board of
Public Works and shall not
count against the Rule of
300 imposed by the General
Assembly. The establishment
of new jobs or positions of
employment not authorized in
the fiscal year 1979 budget
shall be subject to Article
78A, Section 16B(a) and the

Rule of 300. Excess funds

generated as a result of

this ceiling__shall be used

to offset the need for the
issuance of an amount of
Consolidated Transportation
Bonds during the fiscal
