authorized shall be trans-
ferred by approved budget
amendment to the various
salary and wage accounts of
the departments, agencies,
boards and commissions of
the executive, legislative
and judicial branches of
State Government, including
those positions set out
under Article 15A, Sec.
20(c), for the purpose of
implementing the statewide
salary adjustments, other
pay plan adjustments and
longevity pay plans for the
Maryland—State Police and
other State employees and
that no employee shall
receive less than Three Hun-
dred Dollars ($300.00) or
three percent (3%) whichever
is greater, provided that
those employees who pres-
ently receive an annual
salary of $50,000 or more,
and those employees who
would reach or exceed an
annual salary of $50,000 due
to the 3% salary adjustment,
shall not receive the 3%
salary increase. The dele-
tion of the longevity pay
plan does not constitute
legislative rejection of
this concept but__reflects
deferral of the inclusion of
this concept into the State
salary plan pending legis-
lative review of the entire
structure of the State
salary plan. An additional
$4,000,000 of the authorized
General Fund appropriation
may be transferred to the
respective departments,
agencies, boards and commis-
sions for funding salary
adjustments as recommended
by the Secretary of Per-
sonnel in the Annual Salary
Review. $1,400,000 of the
General Fund appropriation
herein authorized shall be
retained in the Department
of Personnel and may be
transferred by approved
budget amendment within the
