POWER TO HEAR CASES UNDER SUBPARAGRAPHS (I), (II), AND (III)
OF THIS PARAGRAPH, AFTER JULY 1, 1980, THE COMMISSION SHALL
HAVE THE EXCLUSIVE POWER TO HEAR CASES IN WHICH THE inmate
has been convicted of a violent crime and has served less
than one quarter of his aggregate sentence;]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978 is hereby declared to be an
emergency measure and necessary for the immediate
preservation of the public health and safety and having been
passed by a yea and nay vote supported by three—fifths of
all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its-passage.

Natural Resources — Obsolete Provision
FOR the purpose of repealing the last remaining provision of
Article 66C that was included in the Natural Resources
Article but was inadvertently left unrepealed in
Article 66C, and repealing the title of Article 66C.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 66C - Natural Resources
[129.
(b) Any person engaged in a retail business (except
where distilled spirits are sold for consumption on the
premises) desiring to sell hunting licenses under the
control and supervision of the Department of Game and Inland
Fish shall present to the Department a certified check,
postal money order, bank draft or cash or other check as
approved by the Department covering all licenses so desired
