27SA. Same—Subject to requirements of § 21 of Article 78A.
All housing units and related facilities constructed
with funds provided by §§ 27K—27T, inclusive, of this
subtitle shall be subject to the requirements of § 21 of
Article 78A of this Code (1957 Edition, as amended from time
to time) requiring approval of plans and supervision of work
on public improvements by the State Planning Department,
Department of Public Improvements and Board of Public Works.
27T. Same—Liberal construction and severability of
provisions.
(a) The provisions of §§ 27K-27T, inclusive, of this
subtitle being necessary for the welfare of the State and
its inhabitants, shall be liberally construed to effect the
purposes thereof.
(b) The provisions of §§ 27K—27T, inclusive, of this
subtitle are severable, and if any of such provisions shall
be held unconstitutional by any court of competent
jurisdiction, the decision of such court shall not affect or
impair any of the remaining provisions.
REVISOR'S NOTE: These §§ 27K through 27T are identical
to Art. 77A, §§ 27K through 27T.
They are transferred to the Session Laws for the
reasons stated in the General Revisor's Note to
Title 13, Subtitle 1 of the Education Article.
They are placed under a subtitle for ease of
identification.
VI. UNIVERSITY OF MARYLAND.
27U. Additional housing facilities—Definitions.
As used in §§ 27U-27AD, inclusive, in the subtitle, the
following words and terms shall have the following meaning,
unless the context shall indicate another different meaning
or intent: (1) The word "resolution" shall mean a
resolution adopted by a majority of the members of the board
of regents of the University of Maryland; (2) the word
"costs" as applied to any project shall embrace the cost of
construction, the cost of the acquisition of all land,
rights-of-way, property rights, easements and interests
acquired by the University of Maryland for such
construction, the cost of all machinery and equipment,
financing charges, interest prior to and during construction
and for one year after completion of construction, the cost
of engineering and legal expenses, plans, specifications,
surveys, estimates of costs and revenue, other expenses
necessary or incident to determining the feasibility or
practicability of construction of any project,
administrative expenses, and such other expense as may be
necessary or incident to the construction of any project,
the financing of such construction and the placing of any
