(b) Consent to use. —The State of Maryland hereby
consents to the use of any lands owned by it which may be
suitable and necessary for the construction or operation of
any of the projects authorized by this subtitle.

27, Liberal construction.

The provisions of this subtitle, being necessary for
the welfare of the State and its inhabitants, shall be
liberally construed to effect the purposes thereof.

REVISOR'S NOTE: These §§ 16 through 27 are identical to
Art. 77A, §§ 16, 17, and 20 through 27.

They are transferred to the Session Laws for the
reasons stated in the General Revisor's Note to
Title 13, Subtitle 1 of the Education Article.

They are placed under a subtitle for ease of
identification.

Art- 77A, §§ 18 and 19 did not deal with bonds
and were therefore omitted from this transfer.

IV. UNIVERSITY OF MARYLAND.

27A. Housing facilities—Definitions.

As used in §§ 27A-27J, inclusive, in this subtitle, the
following words and terms shall have the following meaning,
unless the context shall indicate another different meaning
or intent: (1) The word "resolution" shall mean a
resolution adopted by a majority of the members of the board
of regents of the University of Maryland; (2) the word
"costs" as applied to any project shall embrace the cost of
construction, the cost of the acquisition of all land,
rights—of—way, property rights, easements and interests
acquired by the University of Maryland for such
construction, the cost of all machinery and equipment,
financing charges, interest prior to and during construction
and for one year after completion of construction, the cost
of engineering and legal expenses, plans, specifications,
surveys, estimates of costs and revenue, other expenses
necessary or incident to determining the feasibility or
practicability of construction of any project,
administrative expenses, and such other expense as may be
necessary or incident to the construction of any project,
the financing of such construction and the placing of any
such project in operation- Any obligation or expense
heretofore or hereafter incurred by said University for
preparation of plans and specifications, and other
engineering services in connection with the construction of
any such project shall be regarded as a part of the cost of
such project and may be reimbursed to said University out of
the proceeds of the revenue bonds hereinafter authorized;
(3) the term "housing unit" and the term "housing units"
