SECTION 8. AND BE IT FURTHER ENACTED, That no
provision of this Act regarding the meeting of any public
body is intended to supersede any more stringent provisions
of the Open Meetings Subtitle of Article 76A.

SECTION 8A. AND BE IT FURTHER ENACTED, That the
provisions of this Act do not change the present
relationships under existing law between the Board of
Estimates of Baltimore City, the Mayor and City Council of
Baltimore, the Director of Finance, the Comptroller, the
Auditor, the Civil Service Commission, or the Treasurer of
Baltimore City as they relate to educational matters except

to the extent that these relationships conflict with State

law.

SECTION 9. AND BE IT FURTHER ENACTED, That new

Sections 59 through 65 to be under the new Subtitle

"Maryland Fire and Rescue Institute" be and they are—hereby

added to Article 38A Fires and Investigations, of the

Annotated Code of Maryland (1971 Replacement Volume and 1977

Supplement) to read as follows:

Article 38A -- Fires and Investigations

59. DEFINITIONS.

(A) AS USED IN THIS SUBTITLE, THE FOLLOWING WORDS HAVE

THE MEANINGS INDICATED.

(B) "INSTITUTE" MEANS THE MARYLAND FIRE AMD RESCUE

INSTITUTE.

(C) "EXTENSION" MEANS THE UNIVERSITY OF MARYLAND FIRE

SERVICES EXTENSION.

60. PURPOSE OF SUBTITLE.

THE PURPOSE OF THIS SUBTITLE IS TO PROVIDE FOR AN

INSTITUTE WITHIN THE UNIVERSITY OF MARYLAND WHICH WILL

PROVIDE INFORMATIONAL SERVICES, EXTENSIVE TRAINING

FACILITIES, AND SERVICES FOR PROFESSIONAL AND VOLUNTEER FIRE

FIGHTERS THROUGHOUT THE STATE, IN COOPERATION WITH EXISTING

FIRE FIGHTING-----SCHOOLS OR ACADEMIES IN THE STATE, AND WHICH

WILL PROVIDE CERTAIN BASIC TRAINING FOR RESCUE AND EMERGENCY
MEDICAL PERSONNEL IN THE STATE, IN COOPERATION WITH THE

DEPARTMENT OF HEALTH AND MENTAL HYGIENE.

(A) MARYLAND FIRE AND RESCUE INSTITUTE IS CREATED AS A

PART OF THE UNIVERSITY OF MARYLAND.

(B) ON JULY 1, 1975, THE DUTIES AND SERVICES PERFORMED

BY THE UNIVERSITY OF MARYLAND FIRE SERVICES EXTENSION SHALL

BE TRANSFERRED TO AND BECOME FUNCTIONS OF THE MARYLAND FIRE
