REGISTERED VOTERS FROM WASHINGTON COUNTY, EACH SUCH PETITION
SHALL BE FILED WITH THE BOARD OF ELECTION SUPERVISORS OF
WASHINGTON COUNTY NOT LATER THAN 4:00 P.M. ON THE MONDAY

WHICH IS 70 DAYS BEFORE THE DAY ON WHICH THE GENERAL

ELECTION IN NOVEMBER SHALL BE HELD. EACH SUCH PETITION
FILED SHALL BE ACCOMPANIED BY A $25 FILING FEE. EXCEPT AS
OTHERWISE IN THIS SECTION PROVIDED, EACH SUCH PETITION SHALL
CONFORM GENERALLY TO THE LAWS AND REQUIREMENTS OF THIS
ARTICLE.

(2) THE BOARD OF SUPERVISORS OF ELECTIONS SHALL
PROVIDE THE MEANS WHEREBY ALL DULY REGISTERED VOTERS OF
WASHINGTON COUNTY, IRRESPECTIVE OF PARTY AFFILIATION, MAY
VOTE FOR SAID NOMINEES FOR THE COUNTY BOARD OF EDUCATION AT
THE ELECTION HELD IN NOVEMBER FOR OTHER NOMINEES OF THE
POLITICAL PARTIES. ALL VOTING SHALL BE CONDUCTED ON A
NONPARTISAN BASIS, AND NO DESIGNATION OF PARTY AFFILIATION
SHALL BE PLACED UPON ANY PETITION, FOR NOMINATION, NOR UPON
ANY VOTING MACHINE OR PAPER BALLOT USED AT SAID ELECTION.

REVISOR'S NOTE: These provisions of Art. 33, the
Election Code, are added to effect a transfer of
the election procedures for the elected county
boards of education from the Education Article to
the Election Code. In this regard, see the
General Revisor's Note to Title 3 of the
Education Article.

SECTION 6. AND BE IT FURTHER ENACTED, That new Section
2 32, to be under the new subtitle "Miscellaneous
Provisions," be and it is hereby added to Article 25 -
County Commissioners, of the Annotated Code of Maryland
(1973 Replacement Volume and 1977 Supplement) to read as
follows:

MISCELLANEOUS PROVISIONS

232. HARFORD COUNTY EDUCATIONAL FOUNDATION.

{A) CREATED AND CONTINUED; COMPOSITION; COMPENSATION.

THE HARFORD COUNTY EDUCATIONAL FOUNDATION, HEREINAFTER
CALLED THE FOUNDATION, IS HEREBY CREATED AND CONTINUED A
BODY CORPORATE AND POLITIC. THE FOUNDATION SHALL CONSIST OF
NINE DIRECTORS APPOINTED BY THE METHOD AND FOR TERMS AS
HEREINAFTER PROVIDED. THE DIRECTORS SHALL SERVE WITHOUT
COMPENSATION.

(B) SELECTION OF MEMBERS; TERMS.

THE COUNTY EXECUTIVE OF HARFORD COUNTY OR HIS DESIGNEE,
THE PRESIDENT OF HARFORD COMMUNITY COLLEGE AND THE PRESIDENT
OF THE BOARD OF EDUCATION OF HARFORD COUNTY SHALL EACH BE A
MEMBER OF THE FOUNDATION EX OFFICIO. THE SIX REMAINING
INITIAL DIRECTORS SHALL BE APPOINTED BY THE COUNTY
