the Board of Trustees of State Universities and
Colleges, the Board of Trustees of St, Mary's College
of Maryland, the State Board for Community Colleges,
County Boards of Community College Trustees, the State
Scholarship Board, the Maryland Higher Education Loan
Corporation, the Maryland Public Broadcasting
Commission, and the Teachers' Retirement Systems;
providing for the operation, administration, and
supervision of educational Institutions including
public and private elementary and secondary schools and
institutions of higher education; pertaining to special
education; pertaining to public libraries; establishing
as to certain of these matters definitions, exemptions,
defenses, procedures, rights, remedies, civil and
criminal penalties; defining the authority of various
governmental units relating to education; repealing
obsolete and inconsistent laws relating to these
matters; transferring certain provisions relating to
these matters to other articles of the Code or to the
Session Laws; and providing for the effect,
construction, and effective date of the provisions of
this Act.
