subject to assessment for State and County
purposes; and

WHEREAS, the City Council has determined that certain
tangible personal property is subject to assessment
by the State Department of Assessments and Taxation
in conjunction with the assessed valuation of
franchises; and

WHEREAS, the City Council desires to impose an uniform tax
levy on both the tangible personal property
(domestic share) and franchises (operating
property) of public utilities and railroads within
the corporate limits of the City in accordance with
Article 81 of the Annotated Code of Maryland.

[Section 9—12(a) of the Code of Public Local Laws of
Prince George's County, as found in the 1963 Edition and
1967 Supplement, repealed and reenacted, with amendments.

NEW WINDSOR

(Carroll County)

RESOLUTION of the Mayor and Council of the Town of New
Windsor adopted pursuant to the authority of Article 11E of
the Constitution of Maryland and Section 13 of Article 23A
of the Annotated Code of Maryland (1957 edition, as amended
and replaced), title "Corporations - Municipal", subtitle
"Home Rule", to amend the municipal Charter of the Town of
New Windsor by amending Sections 11-28 and 11—31(a) and by
repealing and reenacting with amendments Sections 11-3,
11-32 and 11-35 of Article 7 of the Code of Public Local
Laws of Maryland (1976 edition), to change the elections of
the Council members so that approximately one-half is
elected every two years for a term of four years rather than
all five Councilmen being elected the second Tuesday in May
in every second odd-numbered year for terms of four years.

[Sections 11-28 and 11-31(a) of the Code of Public
Local Laws of Carroll County, repealed and reenacted, with
amendments.
Sections 11-3, 11-32, and 11-35 of the Code of Public
Local Laws of Carroll County, repealed and added.

Effective Date March 23, 1977]
