provision of paragraph 2 and the requirements of
a curtailment plan adopted pursuant to
curtailment policies of the appropriate "Federal
authorities and the Maryland Public Service
Commission, the latter requirements shall apply.
4. (a) All lighting used for
decorative, showcase, or advertising purposes
shall be extinguished, except that a single
illuminated sign or light may be used to identify
a commercial establishment which is open for
business after dark.
(b) All lighting not essential for
public safety on parking lots or along roads and
highways subject to the jurisdiction of the State
or local government shall be extinguished. The
determination of which lighting on such parking
lots and along such roads and highways is not
essential for public safety shall be made by the
State Highway Administration with respect to
roads and highways subject to State jurisdiction,
and by the local government with respect to roads
and highways subject to its jurisdiction.
5. The Maryland Public Service
Commission shall monitor the provisions of this
Order, in cooperation with the Potomac Edison
Company and appropriate State and local
authorities.
6. In accordance with Article 41, §
15B(c—1) of the Annotated Code of Maryland, any
person violating this Order shall be subject to a
civil penalty not to exceed $1,000 for each
violation, in lieu of the criminal penalties
provided for in section 15B(g) of that Article.
7. Because of the need to implement the
measures contained in this Order immediately, it
may not be feasible to obtain the prior approval
of the Committee on Administrative, Executive and
Legislative Review. Therefore, this Order shall
take effect as provided above. A copy of this
Order has been communicated to the Chairman of
that Committee and efforts are being made for the
Committee to meet and consider this Order prior
to its initial effective date. Unless
disapproved by the Committee in accordance with
Article 41, § 15B of the Annotated Code of
Maryland, this Order shall remain in effect until
rescinded.
