Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 2128.

This bill regulates, within Cecil County, surveillance
activities of law enforcement agents from other States.

House Bill 1844, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose on a State-wide basis.

Since the purpose of House Bill 2128 is accomplished by
the enactment and signing of House Bill 1844, it is
unnecessary for me to sign House Bill 2128.
