VETOES
The effect of changing the requirement for annual
review and appropriate modification of county plans is
obvious. Outdated plans may be ignored by the State
agencies pursuing their respective programs. True local
input into the State's water quality program may be lost in
the shuffle.
For these reasons, I believe that the signing of House
Bill 1896 may adversely affect those activities related to
the State's water quality program. I do not believe that
the benefits attributable to the bill can compensate for
those resulting adverse effects.
For these reasons, and at the request of the Secretary
of Natural Resources, I have decided to veto House Bill
1896.

AN ACT concerning
Cecil County — Deputy Sheriff
FOR the purpose of requiring the County Commissioners of
Cecil County to furnish the sheriff and certain deputy
sheriffs with certain health insurance coverage under a
plan selected by the County Commissioners; requiring
that certain Cecil County deputy sheriffs be paid for
time spent in court when they are not on duty; of
requiring that certain Cecil County deputy sheriffs be
reimbursed for travel to training sessions under
certain circumstances; providing for the transfer of
personnel from a certain agency to the Cecil County
Sheriff's Department; providing for the salaries and
expenses of the transferred personnel; and clarifying
language.
