a recent one. If the experience continues, then my concern,
unfortunately, will be justified. If it does not continue,
then a later General Assembly may enact a repeal of the
helmet law.

The signing of House Bill 1096 may contribute, if
indirectly, to the serious injury or the death of a
motorcyclist. My veto of the bill may help to prevent such
an occurrence. In my judgment, motorcycle helmets help to
preserve the lives of those who wear them. For these
reasons, I have decided to veto House Bill 1096.

House Bill No. 1103 — Fishing in Chesapeake Bay
Near Bay Bridge

AN ACT concerning

Fishing in Chesapeake Bay Near Bay Bridge

FOR the purpose of providing that in a certain area of the
Chesapeake Bay adjacent to The William Preston Lane,
Jr., Memorial Bridge and its parallel span a person may
not engage in a certain type of fishing or fish with a
certain license for a certain purpose; and providing

that during certain months of the year a person may not

fish during certain hours of the night.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1103.

This till provides that, in a certain area of the
Chesapeake Bay adjacent to the William Preston Lane, Jr.
Memorial Bridge and its parallel span, a person may not fish
in a certain manner.

Senate Bill 442, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.
