VETOES

Senate Bill 735, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1024.

House Bill No. 1075 - Department of Human Resources — Board

of Review

AN ACT concerning

Department of Human Resources — Board of Review

FOR the purpose of eliminating the Board of Review of the
Department of Human Resources; eliminating certain
rights of appeal; eliminating certain procedures; and
eliminating certain duties of the Board of Review.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1075.

This bill eliminates the Board of Review of the
Department of Human Resources.

Senate Bill 385, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose. The Senate Bill, however, continues the
Board's existence in order to hear those cases filed with
the Board before the effective date of the Bill. I believe
that this is a necessary provision.

Since the purpose of House Bill 1075 is accomplished by
the enactment and signing of Senate Bill 385, and for the
reason given for preferring the language of Senate Bill 385,
I have decided to veto House Bill 1075.
