Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 930.

This bill repeals obsolete provisions increasing State
grants to subdivisions.

Senate Bill 400, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
930.

and Powers

AN ACT concerning

State Data Processing — Organization and Powers

FOR the purpose of clarifying certain control provisions for
State data processing of the Department of Budget and
Fiscal Planning; requiring competitive acquisition of
data processing equipment and services; creating a Data
Processing Policy Board and data processing negotiating
teams and users' groups, and providing for their powers
and duties; excluding certain departments and branches

of government from the provisions of this Act;

generally relating to State data processing; and making
this Act an emergency measure.
