House Bill No. 865 - Circuit Breaker — Filing of Late

Applications

AN ACT concerning

Circuit Breaker - Filing of Late Applications

FOR the purpose of permitting late applications for the
property tax credit for elderly and disabled taxpayers
under certain circumstances; requiring a statement to
accompany a late application; providing for review of
late applications; requiring written notice of the
acceptance or rejection of late applications; providing
for appeals from rejections of late applications;

renumbering; clarifying language; and generally

relating to late applications for the property tax
credit for elderly and disabled taxpayers.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 865.

This bill permits certain late applications for elderly
and disabled real property tax credits.

House Bill 1168, which was      enacted by the General

Assembly and signed by me on May 2,      1978, creates a new

property tax credit program and      accomplishes the same
purpose of this bill.

In addition, the Attorney General has advised me that
House Bill 865 should not be signed if House Bill 1168 is
signed into law. A copy of the Opinion of the Attorney
General is attached and should be considered a part of this
veto message.
