I believe it can be anticipated that later amendments
to this law will require this form of reimbursement in other
jurisdictions. The ultimate result will be that the county
boards of election supervisors will face the task of
locating more economical polling places and of budgeting for
these expenses. Regardless of which agency's budget
reflects the reimbursement, the taxpayer pays these
expenses.

The benefits derived from the current uniformity of
procedures for the location of polling places, in my
judgment, outweigh the merits of this bill.

For these reasons, and at the request of the State
Administrative Board of Election Laws and the Board of
Supervisors of Elections for Prince George's County, I have
decided to veto House Bill 711.

(Fee Collection in Lieu of Dedication of Land)

PG/MC 32-78

FOR the purpose of providing that fees   collected in lieu of

dedication of land may be used to     develop or improve

land or recreational facilities   in certain counties;
and certain clarifying language.
