AN ACT concerning

Joint Standing Committee on Administrative,

Executive, and Legislative Review - Rules,

Regulations and Standards

FOR the purpose of providing a procedure whereby the
Committee can approve or disapprove rules, regulations,
or standards or a portion thereof; providing notice of
approval or disapproval to the department, board,
commission or other agency of the executive branch and
the effect of not providing such notice; providing the
grounds for disapproval; providing that disapproval by
the Committee will either suspend or allow temporary
implementation pending review; providing for the
withdrawal of a rule regulation or standard by the
department, board, commission or other agency of the
executive branch; providing a procedure for the review,
by General Assembly, of the Committee's decision to
disapprove; and generally relating to the authority of
the Committee.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, 1 have today vetoed House Bill 619.

This bill authorizes the Joint Standing Committee on
Administrative, Executive, and Legislative Review to approve
or disapprove all or part of any rule, regulation, or
standard submitted by any department, board, commission, or
agency of the Executive Branch.

The Committee may disapprove a rule or regulation on
the basis that it "fails to comply with the legislative
intent of the law authorizing promulgation", or that the
