condemnation of any and all sanitary and storm water
sewers, sewage disposal plants, pumping stations and
other appurtenances, as well as of any and all land and
property, and of any right, interest, franchise,
easement or privilege therein, as may be necessary for
any or all of the above mentioned purposes, and doing
any and all things necessary, proper or expedient in
connection with or pertaining to any or all of the
matters or things hereinbefore mentioned, and any or
all of said work or acquisition of property may be done
either within or outside of the boundary lines of
Baltimore City; conferring certain powers upon said
municipality in connection with the purchase and
condemnation of land and property to enable it to
accomplish and effectuate the objectives and purposes
of this act; authorizing said municipality to submit an
ordinance or ordinances for said purpose to the legal
voters of Baltimore City, and providing generally for
the issuance and sale of said certificates of
indebtedness.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 521.
This bill authorizes the creation of a Baltimore City
debt of up to $4,600,000 for certain sewerage and drain
systems.
Senate Bill 337, which was enacted by the General
Assembly and signed by me on April 11, 1978, accomplishes
the same purpose.
Therefore it is unnecessary for me to sign House Bill
521.
