VETOES

This bill defines certain terms used in the law dealing
with the creation of an industrial development authority by
a county or municipality.

House Bill 1789, which was enacted by the General
Assembly and signed by me on May 29, 1978, makes the same
changes made by Senate Bill 1134 and also defines some
additional terms used in the Industrial Development law.

Since the purpose of Senate Bill 1134 is accomplished
by the enactment and signing of House Bill 1789, it is
unnecessary for me to sign Senate Bill 1134.

Rules

AN ACT concerning

Maryland Register — Withdrawn Rules

FOR the purpose of permitting State agencies to withdraw
proposed rules published in the Maryland Register some
time prior to adoption; and providing for the adoption
of withdrawn rules.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 1164.

This bill authorizes an agency to withdraw a proposed
rule at any time before adoption and provides for the
adoption of withdrawn rules.

House Bill 1717, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
1164.
