This bill adds storm drain projects to those projects
requiring a State wetlands dredging or filling license.

House Bill 650, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
823.

Stay by Posting Bond

AN ACT concerning

Property Tax Collection — Stay by Posting Bond

FOR the purpose of clarifying the procedures which stay
collection of certain property taxes by the posting of
an appeal bond.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 834.

This bill purports to clarify the situations in which
an appeal by a taxpayer stays the collection of a tax.

The Attorney General has advised me that the title of
Senate Bill 834 is defective and therefore in contravention
of Article III, Section 29 of the Maryland Constitution. A
copy of the Opinion of the Attorney General is attached and
should be considered a part of this veto message.

For these reasons, I have decided to veto Senate Bill
834.
