Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 69.

This bill exempts certain sales to certain religious,
charitable, and educational organizations from the State
retail sales tax.

Senate Bill 144, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
69.

Assessments

AN ACT concerning

Real and Personal Property Assessments

FOR the purpose of requiring each county and Baltimore City
to include in its property tax bill certain information
generally relating to certain assessments and to the
property tax in that subdivision and to include certain
information in certain notices as to assessments ;
providing an effective date of these notices; requiring

for the purposes of computing the real property tax

bill that the governing body of each county and

Baltimore City to set the amount of the allowance for
inflation for real property assessments at a rate not
less than a certain amount for certain years and that
it shall be set by a certain date; providing an
allowance for inflation for purposes of State or

municipal taxation ,; providing an allowance for

inflation for certain State aid formulas, and with

certain exceptions; providing an allowance for

inflation for purposes of certain contracts and

covenants; renumbering as appropriate; clarifying
