A House Joint Resolution concerning
Western Maryland Energy Crisis
FOR the purpose of requesting the Acting Governor of the
State of Maryland to ask the President of the United
States to declare Western Maryland a disaster area
entitled to federal economic assistance and relief
because of the extreme cost of the pass through fuel
adjustment charges being placed on the customers of the
Potomac Edison System as a result of the coal strike.
WHEREAS, The coal strike has prevented adequate
supplies of coal from reaching the Hatfields Ferry, Fort
Martin, Harrison and Albright power plants in the Allegheny
Power System of which the Potomac Edison Company is a part;
and
WHEREAS, Said coal shortages have required the Potomac
Edison Company to purchase 60 percent of their total
kilowatt hours from the grid system; and
WHEREAS, The kilowatt hours purchased by the Potomac
Edison Company from the grid system have cost them
approximately four times the cost of kilowatt hours produced
by their own system; and
WHEREAS, The increased costs of kilowatt hours through
the grid system incurred by the Potomac Edison Company have
already and will be in the future passed on to Potomac
Edison utility customers in Western Maryland resulting in
severe economic hardship to said customers; now, therefore,
be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Acting Governor of the State of Maryland shall ask the
President of the United States to declare Western Maryland,
which is served electric power by the Potomac Edison
Company, a disaster area entitled to federal economic relief
and assistance; and be it further
RESOLVED, That copies of this Resolution be sent to the
President of the United States; Senator Charles McC.
