JOINT .RESOLUTIONS

He served two years of the sentence in the Maryland
Penitentiary.

A full pardon was granted to Riley Brooks on January
18, 1973, based in fact on the fact that the State's
Attorney for Anne Arundel County suppressed certain evidence
which would have been useful to Mr. Brooks in his trial for
murder.

Between the time of his arrest and trial and the time
of his pardon, Riley Brooks was caused to expend large sums
of money in legal fees and expenses related to the trial and
appeal of his conviction and suffered and sustained other
losses as a result of the trial, conviction and appeals in
this matter; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the

Governor Board of Public Works is requested to make an

appropriation in the 1979 Fiscal Budget of the appropriate

from the emergency fund, or any other funds available for

the purpose, the sum of $40,000 as reimbursement of Riley
Brooks' expenses and losses sustained that can be proven and

that result from his arrest, trial and subsequent pardon of

the charge of murder in the first degree, the pardon
resulting, in fact, from the State's Attorney for Anne
Arundel County withholding and/or suppressing certain
evidence favorable to Mr. Brooks at the trial of the murder
charge , provided that no more than 25 percent of the monies

so awarded under these provisions may be awarded to any

attorney or group of attorneys for legal services rendered

in connection with the legal defense of the claimant; and be
it further

RESOLVED, That a copy of this Resolution be sent to
Acting Governor Blair Lee III.
