tax differential; and be it further
RESOLVED, That the State Department of Fiscal Services
is directed to conduct an annual review on the progress of
counties in establishing tax differentials and to report
their findings at the close of each fiscal year to the
legislative Policy Committee; and be it further
RESOLVED, That copies of this Resolution be sent to the
Honorable Steny Hoyer, President of the Senate, and the
Honorable John H. Briscoe, Speaker of the House of
Delegates.

A House Joint Resolution concerning
High Voltage Transmission Lines
FOR the purpose of requesting that the Speaker of the House,
the President of the Senate, and the Acting Governor
appoint a Commission to explore the public health risks
of residing near high voltage power transmission
corridors; to assess the impact to property values of
routing overhead transmission corridors through
residential communities and to examine the benefits and
costs of placing high voltage lines underground in
populated areas.
WHEREAS, The electromagnetic field strengths at
corridor boundaries of some high voltage overhead power
transmission lines approach the field strengths reported by
some investigators to cause biological changes under
laboratory conditions; and
WHEREAS, The want of definitive data on the risk to
public health associated with long term exposure to corridor
boundary fields has prompted the federal government to
support ongoing scientific studies; and
WHEREAS, The possibility of natural disasters involving
high voltage power transmission lines is believed to be an
immediate danger to life and property; and
WHEREAS, Uncertainty regarding health risks and their
perceived effect on property values is a cause of concern
for residents bordering existing and proposed high voltage
power corridors; and
