BLAIR LEE III, Acting Governor

2945

Commission, Title II Commission, federally funded scientific
research programs, and the Coastal Zone Management Program,
among others, require thorough analysis by the State and
Commonwealth; and

WHEREAS, The State and the Commonwealth share the
primary responsibility for the wise management of the Bay
and activities affecting it; and

WHEREAS, At the present time there are numerous

agencies of federal, state and local governments, private

organizations,__and academic consortiums of universities

which are working on the Bay and making decisions which

impact on the Bay; and

WHEREAS, The urgency for improved coordination in
management demands specific decisions at the earliest date
which are mutually acceptable to the State and Commonwealth;
and

WHEREAS, The legislature and the governments of
Maryland and Virginia are the appropriate and effective
sites for initiation of cooperative and coordinated efforts
to assure protection and balanced use of the great
Chesapeake Bay, and

WHEREAS, The General Assembly of Maryland wishes to
extend its cordial invitation to the General Assembly of
Virginia to join Maryland in mutual and productive efforts
in the coordination and management of the Bay; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
President of the Senate and the Speaker of the House of
Delegates are requested to appoint nine members to a
"Legislative Advisory Committee Commission on the Chesapeake
Bay" representing economic, scientific, and environmental
interests and geographical areas of the Chesapeake Bay in
the legislature and in the private sector, and whose
membership also shall include one representative of the
Governor; and be it further

RESOLVED, That this legislative advisory committee
commission be established under the direction of the

Commission__on Intergovernmental Cooperation and be directed

to establish contact with a join with its counterpart in the
Commonwealth of Virginia as quickly as possible; to organize
a Joint Maryland—Virginia Advisory Committee Commission on
the Chesapeake Bay, and be it further

RESOLVED, That this joint legislative advisory group
Commission shall review current State and federal roles
within the Bay region; and be it further

RESOLVED, That the joint legislative advisory

commission try to ascertain the public interest in the
