WHEREAS, Higher education is a necessary part of
American life that benefits in innumerable ways the
individual and society; and
WHEREAS, Access to higher education for all qualified
people is essential for the well-being of the State of
Maryland and the Nation; and
WHEREAS, College tuition now costs around $8,000 for
four years at a state university and around $25,000 for four
years at a private university, and is the biggest single
expense faced by parents in raising their children; and
WHEREAS, College expenses are increasing at a faster
rate than the cost-of-living; and
WHEREAS, College expenses are creating a tremendous
financial burden on middle income families who have
available to them neither the aid programs available to poor
families nor the wealth available to rich families; and
WHEREAS, Many observers believe that a growing number
of families cannot afford to support their children's post
secondary schooling; and
WHEREAS, A tax assistance program for families who are
sending children to college would be a fair and equitable
way of easing the burden on these families; now, therefore,
be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Congress of the United States is requested to pass
legislation establishing a tax credit or other program for
families who are sending children to college; and be it
further
RESOLVED, That copies of this Resolution be sent to the
Maryland Congressional Delegation: Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Robert E.
Bauman, Clarence D. Long, Barbara A. Mikulski, Marjorie S.
Holt, Gladys N. Spellman, Goodloe E. Byron, Parren J.
Mitchell, and Newton I. Steers, Jr., House Office Building,
Washington, D.C. 20515.
